Núria Noguer, partner in the urban planning area of OUA Group, participated in the sixth edition of the Àgora d'Urbanisme. The scope of the program is located in the west of the old town of Vilanova i la Geltrú, in the northern part of which was to be the extension of Rambla Samà.

The lands included in the area are lands that have been pending since the approval of the PGOU, which precisely provided for the extension of Rambla Samà, with the delimitation of a PERI. This situation was reversed with the processing of the MPGOU, approved in 2017, which is what provided for the disaffection of a large part of the properties and the delimitation of the PMU 9a Cap de Creu-Manel de cabanyes that develops the proposal.

The main objectives of the proposal were to regenerate the old quarter through the rehabilitation of the current block interiors with the incorporation of new residential uses that allow densification while enhancing activities on the ground floor, aiming for a compact, complex, inclusive and sustainable city. It also seeks to improve the free space of the old quarter, as well as the needs for services and facilities by reinforcing the urban structure of the environment.

It also seeks to define a detailed volumetric planning in the area, in coherence with the consolidated environment and coherent with the morphology of the historic center, establishing criteria based on the regulation of the old town area. In addition to promoting affordable housing in the municipality, promoting active mobility models and establishing a planning that facilitates optimized management of the development of the area.

Based on these objectives, the arrangement is established following criteria:

Propose regeneration with the provision of a new residential roof completing the last of the current buildings. Residential use will be the main driver of urban regeneration, at the same time, arranging the roof for economic activity and services mainly on the ground floor will allow completing the current axes by connecting the existing poles of activity, reinforcing pedestrian relations and the urban structure of the old quarter.

Provide a large reserve of free space in the center of the proposal, as its main element, expanding the old quarter of Vilanova i la Geltrú and reinforcing the civic connectivity of the development in a manner consistent with the consolidated reality. At the same time, provide for the reserve of land for public facilities to enable the construction of a minimum of 500 m² of equipment roof as was included in the MPPGOU of the year 2017 in relation to the same free space, further strengthening the relationships and connections with the consolidated environment.

Define the volumetric arrangement of the building in coherence with the built environment, establishing maximum heights and minimum separations to guarantee integration with the consolidated environment as well as preserving as much as possible the quality of lighting and views of the existing buildings. Establish the 30% of the residential roof and the 30% of the PMU homes in the protected housing regime as established by the MPPGOU of 2017.

Rationalization of road traffic with the aim of promoting travel on foot and by bicycle by integrating optimal and efficient solutions to rationalize road traffic in the area.

Anticipate future management of the planning by facilitating that the different residential typologies are independent plots. Thus, concentrate the subsidized housing in independent blocks and establish the building units in a coherent manner to minimize the pro-indivisions and allow the concentration of the transfer of use.
